Eligibility, requisites, procedure, terms & conditions etc.:



  • (1) Candidates must be Citizen of India within meaning of Article 5 to 8 of the Constitution of India.

  • (2) Candidates must not be of age less than 21 years and more than 43 years as on 1st January 2017. However the upper age limit is relaxable by 5 (five) years in case of SC category of persons as per Govt. OM No. ABP 06/2016/04. Dtd. 3rd March 2016.

  • (3) Original copy of Treasury Challan after depositing of application Fee under the Head of Account "0043-Taxes and Duties on Electricity, Sub-head 102-Fees under the Indian Electricity Rules". Fee for
    i) Schedule Caste (SC) -Rs. 150/- (Rupees One Hundred Fifty) only.
    ii) Candidate having BPL Certificate Nil.

  • (4) Candidates applying for the above posts must possess the prescribed minimum qualification mentioned above.

  • (5) Candidates, who are already employed, should submit their application through proper channel.

  • (6) Candidates will have to appear for written test/computer proficiencies test at their own expenses if and when called for.

  • (7) Incomplete and wrongly filled application form will be rejected and no appeal and/or correction In that regard shall be entertained.

So far as their pension and other retirement benefits are concerned, they will be governed by a new set of Pension Rules formulated in line with the Contributory Pension Scheme announced by the Govt. of India vide Finance Deptl. Circular No. BW312003/pt-I/I, Dtd. 25th January/05'.

Educational Qualification:



  • a. The applicants must be Graduate in any discipline from a recognized University with minimum 45% marks, 40% for SC/ ST candidates in their degree examination.

  • b. The candidates must possess a minimum 6 (six) months Diploma/Certificate in computer proficiency from a recognized institute. They must have good working knowledge of office productivity software tools (Independent of any operating system. i.e. MS Windows. Linux, MAC etc.) such as Word Processor. Spread Sheet, presentation graphics. concept of database. internet and email.


The decision of the Secretariat Administration (Estt.) Department as to the eligibility or otherwise of a candidate for admission to the examination shall be final.

Mode of Selection :


Phase-I: The candidates whose applications are accepted will be required to appear in an objective type written test to be held in the District Head Quarters of Assam on a date to be notified later on. The syllabus of the objective Type Written Test will be as follows :

After the written test, the short listed candidates will have to appear in a Computer Practical Test and Precis Writing test to be held centrally in Guwahati. Total marks for the Computer (Practical) Test will be 50 Marks and Precis Writing Test will be 50 Marks. They will have to bring all the original testimonials I.e. Age proof Certificate, Caste Certificate, Educational Qualification Certificate, Computer Proficiency Certificate etc alongwith Original Treasury Challan for document verification.

Samagra Gramya Unnayan Yojana Assam Recruitment will begin for Management Graduates : State Finance Minister Himanta Biswa Sarma today said that management graduates will be appointed at block levels to prepare plans for each village under the Chief Minister's Samagra Gramya Unnayan Yojana (CMSGUJ).

Job Type : It will be a contractual job.

Qualifications : Govt will prefer graduates from institutes like IBC, TISS and students having subjects related to rural development. It will be an all-India recruitment.

Job Responsibility : Besides making the plan for each village under the block, the lead block coordinator will also be responsible to monitor the implementation of the schemes under the Mega Mission.

Salary Details : The government has not yet fixed the upper limit of salaries of the block coordinators who will be assisted by coordinators from other line departments like Fisheries, Agriculture, IT, etc. The Mega Mission Society, which will implement the schemes, has already been registered.

Three mini-missions under the Mega Mission- each from Agriculture, Sports & Youth Affairs and IT — have also been registered. Six more mini-missions will be formed.

Objective : The objective of the scheme is to double the farmers' income by the year 2022. For this, the government will spend Rs 1 Crore in each of the 2,600 villages. "The Mega Mission has already accumulated a fund of Rs 1,500 Crore, given by the government in two installments.

As entry-point activity under the Meg Mission, the government has decided to go for farm mechanisation, developmen of a playground and a knowledge centre each village. Under farm mechanisation, the gov eminent will provide one tractor in eachl village. A group of eight to 10 farmer are eligible to apply for the tractor which will have 70 per cent government subsidy and another 20 per cent facilitated by  bank loans. The beneficiaries will be free to buy tractors of their choice. In case there are more than two application from a village, the district-level commit tee will make the selection. The vehi cies will be GPS-fitted and geo-tagge so that the beneficiaries are not able b misuse them and use them in non-agri cultural activity.

1. Internship Programme on Biodiversity Conservation  


Objective of the Programme : T o inculcate scientific temper amongst young talent in the state of Assam and promote them to work for conservation of biodiversity. This program would enhance the understanding of the Interns about the present day challenges in promoting conservation and sustainable use of biodiversity and provide them opportunity to contribute in meeting those challenges.

Intake Capacity: 15 – 20. Time duration: Program is for 3 months.

This is with a view to allow the interested persons an opportunity to utilize their free time, for example, summer vacations / winter vacations / time between two semesters / time while preparing for competitive exams etc. and work productively in the field of biodiversity.

Eligibility Criteria: Graduates and post-graduates students in Life and allied sciences such as Geography, Anthropology, and even Mass communication students. Good computer skills (Word/Excel) are essential. The candidate should be able to speak, read and write English apart from the local language.

Those who are currently enrolled for Post Graduate Courses may apply through their Head of Department.

Age: Minimum age is 20 years, but not above 30 years.  

Fellowship: Rs 5,0 00/- pm + total contingency of Rs 10,000/- towards field visits, documentation , preparation of final report etc. for entire duration. Area of Work : T he Interns can work in any part of Assam but will have to work in close association of the Board and this may require visits to the Board Office or interaction with Board Member or Expert at Guwahati or any other designated place as per the requirement of the work.
